HMRC launches advance valuation ruling service

The new service will provide traders with legal certainty on their valuation method for imported goods.

HMRC has launched its advance valuation ruling service (AVRS). The service will give importers legal certainty that their chosen customs valuation method is correct. 

From 27 April 2023, traders can apply online for an advanced valuation ruling. Use of the AVRS is not mandatory. HMRC will confirm that the method used to calculate the value is correct. It should be noted that the ruling will not confirm whether the value itself is correct. 

The ruling will be legally binding for three years. The trader can use the ruling to calculate the value of their goods on their import declaration.  

After an application has been made, HMRC should confirm the application for a ruling has been accepted within 30 days. The correct valuation method should be confirmed within 90 days. 

How to apply 

A trader using its own EORI number starting GB – or an agent acting on behalf of a trader with an HMRC business tax account – can apply for a ruling. An agent applying for a ruling will need to be added to the account as a team member first.

The application must be made before the goods are imported. Decisions cannot be made retrospectively.

The trader or their agent will need to identify the valuation method they think is best to value their goods. Supporting documents will also be required such as:

  • commercial invoices;
  • purchase orders;
  • previous import entries;
  • a breakdown of manufacturers’ costs; and/or
  • commercial agreements with suppliers.

Attachments should be marked confidential where relevant as they may otherwise be made public.

The application can be made through the business tax account by selecting ‘get online access to a tax, duty, or scheme’ from the homepage. Traders without a business tax account can apply using their government gateway user ID.
