FRED 50: Residential Management Companies' Financial Statements
Financial reporting exposure draft and draft abstract issued by the FRC on 5 August 2013. The consultation period closed in November 2013 and the FRC commented: ‘Most Residential Management Companies will be small companies, the accounting requirements will need to comply with the new EU Accounting Directive. Therefore, we propose to take this project forward as part of our review of the FRSSE and the requirements for small companies more generally.’UITF Information Sheet 92 (which contained UITF Draft Abstract 49 Residential Management Companies' Financial Statements) was withdrawn following the publication of the new drafts.

Leasehold Advisory Service (LEASE)
The Leasehold Advisory Service
Public body that provides free advice to leaseholders on the law affecting residential leasehold property in England and Wales. A number of useful publications are available, including a guide specifically covering Service charges. The site also has a Tribunals section which includes decisions relating to service charges.
The Property Institute (TPI)
The Property Institute (TPI)Professional body for residential property managers. A number of resources can be accessed by non-members, including the TPI Service charge index 2024 which provides averaged data on service charge costs across a number of estates in England and Wales with analysis of the trends.
Royal Institution of Chartered Surveyors (RICS)
Service Charge Residential Management Code
Third edition of the Code, published by RICS, that provides best practice guidelines in respect of the management of residential leasehold property in England. Effective from 1 June 2016.
Service Charges in Commercial Property
RICS professional standard that sets out best practice in the management and administration of service charges in commercial property and provides mandatory obligations for RICS members and regulated firms. Effective for all service charge periods commencing from 1 April 2019. Supersedes the previous RICS code of practice Service Charges in Commercial Property.
Dealing with Risks in Mixed-Use Service Charges
Article discussing the complexities of managing service charges for mixed-use buildings, particularly in terms of energy bills and cost recovery. Published in the RICS Property journal in September 2023.
PropCost Service Charge Benchmarking 2023
Report from BDO, produced in association with RICS, providing an analysis of service charge expenditure data for offices and shopping centres in the UK. Free registration is required to access the full report findings.

What changes will the Leasehold and Freehold Reform Act 2024 introduce to residential service charges?
Article from law firm Cripps, published in June 2024, on the Leasehold and Freehold Reform Act which received Royal Assent on 24 May 2024. Discusses changes to the regulation of service charges for residential long leaseholders and their landlords which the Act will introduce when it comes into force, including new requirements in relation to accounting and reporting.

A collection of articles and resources, from property and real estate barristers Tanfield Chambers, on the Leasehold & Freehold Reform Act 2024 which received Royal Assent on 24 May 2024. Legislation Brief No.1 – Service Charges, published in December 2023, includes an overview of the law relating to residential service charges and discusses what practitioners can expect from the service charge provisions in the Leasehold & Freehold Reform Bill in areas such as accounting and reporting.
